That's exactly how your description of him read to me -- sort of a little Gansey and a little Quentin (or at least, TV universe Quentin) from The Magicians -- and ...wooo. It'll both be a very good thing and a bit terrifying for her, since Gansey is (one of, we support multiple true loves in this household) Blue's True Love and she's lost him twice and a half now! Having someone else show up bearing so many aspects of what she loves/frustrates her about him (much like Rosie's people!) may unsettle her a lot.

Also yes read the Raven Cycle! It's perhaps a little weird for me to say a four-book series is a fast read but it really kind of is, it tugs you right in, and you already know you like rich assholes who are actually disarmingly earnest and want to Do Big Things, so.
