His perspective has come a ways from his "well, this is just how it works" attitude back in England where it was a government run entity created by non-supernaturals but staffed by them. But because his experience is with that, his attitude tends to be that such policing will ultimately happen and if it's not done themselves by the supernatural community by people who understand what's evil intent and what's just an accident, it will happen to them by people who don't understand that.
